People and organisations remain contacts/parties. contact_type=tenant means the resident as a party, not an IAM tenant user.

Employees
Employees are IAM users with membership in this tenant. Same source as the Rac User Panel. Contacts and residents are CRM parties, not login users.
List and invite use the Rac IAM contract (Public API). ForteUnit does not create a second user record.
